According to an eye witness, the naked man in the pictures above is an Okada rider
who violated the new Lagos state traffic law. He was arrested at the
junction adjoining University road and St Finbarrs
college road Akoka by some supposed policemen in mufti, and before anyone could say Jack! the policemen had descended on the Okada rider, beating him
mercilessly and then stripping him naked.
